Message from the Commish...

I hope you are enjoying the first signs of fall here in our community. Before long, the leaves will be bursting with every shade of yellow, orange, and red. If you’ve never taken a drive down the Natchez Trace during peak season, I highly recommend it—it’s one of the best ways to experience the beauty of Middle Tennessee.
This month’s County Commission meeting is shaping up to be a full agenda, with 53 resolutions scheduled for a vote. We will also be electing new committee assignments, along with a new chair and vice chair. Below, I’ve highlighted some of the key items on the docket, as well as shared a few thoughts on capital funding.
As always, I welcome constructive conversations about how we can best meet our county’s challenges while protecting what makes Williamson County such a vibrant and strong community.

Yours in service, Mary Smith #ActaNonVerba

Responsible Funding for Capital Improvements
Over the past week, the Commission has received an outpouring of support for the proposed improvements at College Grove Park. As a former College Grove Youth Athletics parent, I have personally seen the important role this park plays in our community and believe these improvements are both needed and overdue.
However, with every project, we must also ask the important question: how will it be funded?
How We Fund Capital Projects
Every year, the County Commission approves capital expenses and projects that are vital to our community. These can range from:
-
Vehicles: school buses, ambulances, and patrol cars
-
Facility Maintenance: HVAC systems, paving, lighting, and building repairs
-
Parks & Recreation: upgrades to facilities and amenities
Department heads carefully submit requests for these items to the Budget Committee. Unfortunately, the total cost of these requests typically exceeds the amount of money set aside in the capital fund. When that happens, the county often turns to financing through debt.
The Problem with Debt-Heavy Funding
Today, Williamson County carries over $1 billion in existing debt obligations. Adding new projects on top of this debt through general obligation bonds puts long-term pressure on taxpayers and limits our ability to address future needs. This means projects like the College Grove Park improvements—while necessary—come with the challenge of balancing community support against fiscal responsibility.
Exploring Alternatives to Debt
Having now been on the Commission for three years, it is clear we have an opportunity to rethink how we fund capital projects. Instead of relying so heavily on debt or tax increases, we must:
-
Scrutinize recurring operating expenses to find efficiencies.
-
Identify alternative revenue streams that can offset capital needs.
-
Prioritize projects strategically so the most urgent needs are addressed first without overburdening taxpayers.
By doing so, we can begin funding more projects directly rather than automatically financing them through debt.
I am committed to finding solutions that both support our families and community programs and protect taxpayers from additional financial strain. With the College Grove Park project, my hope is that we can find a funding path that allows these upgrades to move forward while also setting a better precedent for how we handle future capital projects.
As always, I appreciate the input from so many families who have reached out. Together, we can ensure that our county continues to grow responsibly — keeping our communities vibrant while leaving a legacy of success and prosperity to future generations.
